Programme Analyst, Gender

About the role

The Programme Analyst, Gender works in the UNFPA Timor-Leste Country Office in Dili, under the direct supervision of the International Program Coordinator. The role manages UNFPA's work on gender equality, especially gender-based violence (GBV), to advance the ICPD Program of Action and the 2030 Agenda. It supports the National Action Plan against GBV (2022-2032) and engages government counterparts, development partners, civil society and UN partners.

Key responsibilities

• Manage the Gender/GBV programme: prepare annual work plans, plan and monitor partner activities, and handle budget planning, approval and revisions in Quantum.
• Approve requisitions and follow up on purchase orders and payment requests in line with the internal control framework.
• Carry out monitoring visits and field missions with the Monitoring and Evaluation Analyst, review partner deliverables and report on results and progress.
• Contribute to the M&E plan, analyse factors affecting results, recommend corrective actions and document lessons learned.
• Strengthen partnerships with government, civil society, implementing partners and development partners, and take part in inter-agency coordination mechanisms.
• Produce factsheets, briefing materials, infographics, presentations, press releases, donor packs and other advocacy and communication materials.
• Analyse the political, social and economic environment and advise the Country Office leadership on implications for domestic resource allocation for GBV.
• Serve as technical lead for gender equality and GBV prevention and response, keeping up to date with UNFPA policies and strategies.
