Programme Analyst, Gender

About the role

The Programme Analyst, Gender will be based in UNFPA’s Timor‑Leste Country Office and will lead the agency’s work on gender equality and gender‑based violence (GBV), supporting the implementation of the National Action Plan against GBV (2022‑2032) and advancing UNFPA’s strategic objectives.

Key responsibilities

• Prepare and manage annual work plans, budgets and financial reporting for gender/GBV programmes, ensuring compliance with UNFPA policies.
• Support implementing partners in planning, monitoring and reporting on UNFPA‑funded activities, and conduct monitoring visits to assure technical quality.
• Develop advocacy and communication materials, including factsheets, briefing notes and presentations, to promote evidence‑based GBV policies and resource mobilisation.
• Facilitate partnerships with government, UN agencies, civil society and development partners, and represent UNFPA in gender working groups and GBV sub‑clusters.
• Provide technical guidance on integrating GBV prevention and response into health systems, climate resilience frameworks and disaster preparedness plans.

Required profile

• Relevant university degree in gender studies, public health, social sciences or a related field.
• Experience in gender equality and GBV programme management, including policy analysis, advocacy and partnership building.
• Demonstrated ability to work with government counterparts, UN agencies and civil society organisations.
• Strong analytical, reporting and communication skills, with fluency in English.
