National Consultant for UNFPA Supplies Partnership Transition Plan

About the role

The Government of Timor‑Leste and UNFPA are seeking a national consultant to lead the development of a evidence‑based UNFPA Supplies Partnership Transition Plan for 2027‑2030. The consultant will work closely with the National Transition Task Force and key stakeholders to assess readiness, define strategic priorities and produce a final endorsed plan.

Key responsibilities

• Review UNFPA transition guidance, national policies and existing assessments related to SRH commodity financing, supply chain and health financing.
• Conduct stakeholder mapping, consultations and interviews with ministries, procurement authorities, development partners and civil society.
• Compile baseline data, perform SWOT and political‑economy analyses, and propose realistic 2030 transition targets.
• Draft the Transition Plan following the UNFPA template, incorporate feedback from consultations and facilitate a national validation workshop.
• Provide technical and coordination support to the National Transition Task Force throughout the process.

Required profile

• National consultant with proven experience in health supply‑chain management, financing and policy analysis.
• Demonstrated ability to lead multi‑stakeholder consultations and produce strategic planning documents.

Required skills

• Strong analytical skills for baseline assessment, SWOT and political‑economy analysis.
• Excellent facilitation and stakeholder‑engagement capabilities.
