Maternal, Neonatal, and Child Health Advisor

About the role

The Maternal, Neonatal, and Child Health (MNCH) Advisor will support the ACHIEVE Timor Leste project by designing and implementing interventions that reduce maternal and neonatal mortality and improve child health. This is a local consultancy based in Dili, reporting to the Team Lead and matrix‑managed with Palladium’s Technical Director.

Key responsibilities

• Provide clinical oversight for all MNCH program activities, ensuring training, mentoring, and community engagement are evidence‑based and aligned with national and global standards.
• Coordinate with government counterparts and local partners to strengthen the capacity of primary health facilities and community health volunteers.
• Deliver capacity‑building activities so frontline providers can implement high‑impact nutrition and MNCH interventions.
• Integrate MNCH strategies with nutrition, quality improvement, and evidence‑based health‑seeking behaviours.

Required profile

• Local hire based in Dili, Timor Leste.
• Reports directly to the ACHIEVE Timor Leste Team Lead.
• Matrix‑managed with Palladium’s Technical Director or designate at headquarters.
