Programme Specialist – Population Dynamics & Youth

About the role

The Programme Specialist, Population Dynamics & Youth, will lead UNFPA Timor-Leste’s work on demographic trends, the demographic dividend and youth development. The role supports evidence‑based policy making and contributes to national strategies that address youth unemployment and NEET rates.

Key responsibilities

• Lead analysis of population trends, demographic changes and their socioeconomic impacts.
• Manage implementation, monitoring and reporting of the Population Dynamics & Youth Development portfolio.
• Conduct demographic dividend and youth investment analyses and integrate findings into national policies and plans.
• Develop policy briefs, reports and evidence‑based recommendations for government and development partners.
• Represent UNFPA on population and youth development issues in national and inter‑agency forums.
• Support resource mobilisation through proposals, concept notes, donor reports and partnership development.
• Strengthen youth coordination mechanisms and the implementation of the National Action Plan for Youth.
• Build capacity of government counterparts and UNFPA staff on demography, population data and youth development.

Required profile

• Master’s degree in Demography, Population Studies, Statistics, Economics, Development Studies, Population & Development or a related field.
• Minimum eight (8) years of progressively responsible experience in population dynamics, demographic analysis and population‑and‑development issues.
• Fluent written and spoken English.
