National Consultant – Social Service Workforce Capacity on Case Management

About the role

UNICEF is seeking a National Consultant to strengthen the capacity of the social service workforce under the Ministry of Social Solidarity and Inclusion. The consultant will provide technical assistance to improve child protection case management systems, ensuring they are high‑quality, effective and climate‑informed.

Key responsibilities

• Conduct desk analysis and key informant interviews to assess current case management practices.
• Identify capacity gaps and develop a comprehensive capacity‑building plan.
• Implement capacity‑building activities and support pilot implementation of improved systems.
• Integrate climate‑sensitive approaches into case management and analysis.
• Facilitate knowledge management for the child protection network.

Required profile

• Bachelor’s degree in Social Work, Sociology, Psychology, Human Rights, International Development, Law or related field (Master’s degree and specialized training in child protection/case management is an asset).
• Minimum 5 years of experience in social work, child protection or related areas.
• Proven experience in capacity building for social service workforces and in case‑management system implementation.
• Fluency in English; experience with government institutions and UN agencies is desirable.

Required skills

• Strong technical knowledge of child protection and case management.
• Experience with data management and analysis.
• Familiarity with digital case management platforms such as Primero.
• Ability to design and deliver training, mentoring and supervision.
• Excellent coordination and stakeholder‑engagement capabilities.
