Skills Adviser – Language, Literacy, Numeracy & English Proficiency

About the role

The Skills Adviser will provide technical assistance, training and mentoring to strengthen foundational skills delivery across partner institutions in Timor‑Leste. The role supports integration of English language, literacy, numeracy and digital literacy into vocational training programmes.

Key responsibilities

• Mentor and coach partner staff in delivering English Language, Literacy and Numeracy (LLN) training that meets national regulator standards.
• Design and deliver Training‑of‑Trainers programmes, strengthening trainer capability in learner‑centred, competency‑based methods.
• Develop contextualised English competency frameworks, learning materials and assessment tools for priority occupational pathways.
• Support integration of digital literacy, basic financial literacy and employability skills into foundation‑skills programmes.
• Coordinate experts and contractors, oversee M&E processes and contribute to reporting and strategic communications.

Required profile

• Certificate IV in Training and Assessment (TAE40116/TAE40122) or higher‑level TEFL/TESOL qualification.
• Minimum 5 years experience in adult learning, English language or LLN delivery and Training‑of‑Trainers.
• Experience working in multicultural, international development projects in Timor‑Leste or the Pacific.
• Willingness to travel throughout Timor‑Leste, including remote municipal locations.
• Commitment to gender equality, disability inclusion, child protection and DFAT safeguarding policies.

Required skills

• Certificate IV in Training and Assessment or equivalent TEFL/TESOL qualification.
• Proven ability to develop competency‑based learning resources and assessment tools.
• Strong knowledge of TVET training methodologies and inclusive teaching techniques.
