Senior Human Resource Management Adviser

About the role

The Senior Human Resource Management Adviser will provide strategic and technical HRM advisory support to the Civil Service Commission (CSC) in Timor‑Leste. The role aims to advance civil service reforms approved by the Council of Ministers and to strengthen HRM systems, policies, processes and institutional capacity across the public sector.

Required profile

• Master’s degree in Human Resource Management, Public Administration, Public Policy or a related field.
• Minimum 10 years of professional experience in human resource management, preferably within the public sector.
• Desirable experience working in Timor‑Leste or similar contexts and familiarity with Timor‑Leste civil service legal and institutional frameworks.
