Project Manager – Youth Employment & Entrepreneurship (Timor-Leste)

About the role

The Project Manager will support the Youth Employment and Entrepreneurship Skills (YEES) Project in Timor‑Leste, reporting to the Head of Governance. The role ensures that project activities are delivered on time, within budget, and achieve the intended outcomes for youth employment and entrepreneurship.

Key responsibilities

• Plan, implement and monitor the project timeline, guaranteeing quality, cost‑effectiveness and adherence to the work plan.
• Design and draft concept notes and terms of reference for project activities and events.
• Provide technical inputs to the project team and partners, and develop a monitoring and evaluation framework, including field visits.
• Prepare annual and quarterly work plans, budgets, narrative progress reports and expenditure status reports for UNDP and development partners.
• Manage day‑to‑day operations, including resource allocation, financial management, procurement and risk management, in line with UNDP rules and donor agreements.
• Supervise project staff, draft terms of reference for consultants, support recruitment and conduct performance assessments.
• Coordinate with government ministries, UN agencies, donors, private sector, civil society and youth groups to foster strategic partnerships and ensure effective project delivery.
