National Consultant – Climate Services Financing Framework

About the role

The United Nations Environment Programme (UNEP) is seeking a part‑time National Consultant to support the development of a Climate Services Financing Framework and Business Model for Timor‑Leste. The consultant will work closely with the International Consultant, UNEP Project Management Unit, national stakeholders and development partners over a nine‑month period.

Key responsibilities

• Identify, collect, review and summarise relevant documentation to inform the inception report.
• Organise and document stakeholder consultations to explore opportunities for climate services across sectors.
• Co‑facilitate an in‑country workshop on the draft financing framework and business model.
• Facilitate the final review and validation of the framework by the Ministry of Transport and Communications and other key stakeholders.
• Support the implementation of Sub‑Activity 1.1.5 of the USD 21.7 million project on early warning systems.

Required profile

• Proven experience in climate services, financing frameworks or business model development.
• Demonstrated ability to conduct document analysis and stakeholder engagement.
• Strong facilitation and report‑writing skills.
• Experience working with UN agencies or international development projects is preferred.
• Fluency in English; knowledge of local languages is an asset.
