Consultant – Climate Services Financing Framework (National)

About the role

The United Nations Environment Programme (UNEP) is seeking a consultant to support the development of a national Climate Services Financing Framework and Business Model. The consultant will work closely with the International Consultant, UNEP Project Management Unit, the National Executing Entity and a range of technical and development partners.

Key responsibilities

• Identify, collect, review and summarise relevant documentation to support the International Consultant’s inception report.
• Organise and document stakeholder consultations to explore opportunities for sectors and business segments to utilise climate services.
• Plan, co‑facilitate and document an in‑country workshop on the draft Financing Framework and Business Model.
• Facilitate the final review and validation of the Financing Framework and Business Model by the Ministry of Transport and Communications (MoTC) and other relevant stakeholders.

Required profile

• Experience working on climate services, financing frameworks or related environmental projects.
• Proven ability to coordinate multi‑stakeholder consultations and workshops.
• Familiarity with national policy processes and validation procedures.
