Team Leader (Supervision Engineer)

About the role

SMEC is seeking a Team Leader (Supervision Engineer) to head the Project Supervision Consultant (PSC) team on a major urban water supply project in Timor‑Leste. The role combines technical supervision, contract administration and capacity‑building activities to ensure successful project delivery.

Key responsibilities

• Lead the PSC team, ensuring all duties are performed professionally and on schedule.
• Assist the Project Management Unit (PMU) with overall project planning, scheduling, coordination and progress reporting.
• Manage contract administration and construction supervision, including safeguard compliance.
• Oversee project forecasting, monitoring and O&M service implementation.
• Develop and deliver training programmes for national consultants and municipal staff.
• Review and validate Design Engineering Document (DED) modifications and ensure all reports, manuals and SOPs are prepared and submitted on time.

Required profile

• Senior Water Supply Engineer or Civil Engineer, preferably with a master’s degree.
• Minimum 15 years of professional experience, including at least 7 years in the Asia‑Pacific region.
• Proven experience as a Project Manager or Team Leader on large, multilateral‑funded water infrastructure projects.
• Extensive background in construction and contract management, stakeholder engagement and capacity building.
• Completed at least six similar urban water assignments, with experience in World Bank‑funded projects.
