Procurement, Grant & Contract Officer

About the role

Conservation International is seeking a Procurement, Grant & Contract Officer to join its Dili office. The role supports the organization’s mission by ensuring that grant and contract processes are compliant, efficient, and aligned with donor requirements.

Key responsibilities

• Screen sub‑grant and contract applications for completeness and compliance.
• Draft and review sub‑grant agreements, financial risk assessments, and due‑diligence documents.
• Analyze grantee financial reports, comparing technical and financial data to assess reasonableness and cost‑effectiveness.
• Assist in the preparation and review of Requests for Proposals (RFPs) for sub‑grants and contracts.
• Facilitate kickoff meetings, explain documentation requirements, and provide bookkeeping guidance to sub‑grantees.
• Maintain and update Excel trackers for grant and contract budgets, costs, and payments.
• Review sub‑grantee financial progress and liquidation reports, verifying transaction details against donor policies.
• Process monthly fund requests from project units, ensuring correct charge codes and budget alignment.

Required profile

• Experience in grant, contract, or procurement administration within an international or non‑profit setting.
• Strong understanding of donor compliance, financial reporting, and risk assessment procedures.
• Ability to communicate clearly with project teams and external partners.
