Finance Associate – UNFPA Dili

About the role

The Finance Associate supports effective management and oversight of UNFPA’s financial resources in Dili, ensuring compliance with UNFPA rules, IPSAS standards and internal controls. The role contributes to transparent, accountable and efficient financial processes across all funding streams.

Key responsibilities

• Plan, monitor and control financial resources in line with UNFPA regulations and prepare programme and management budgets.
• Process and review financial transactions in the Quantum ERP system, including cost‑recovery billing and bank transfers.
• Produce regular financial analysis, cash‑flow projections and donor reports to support decision‑making.
• Coordinate audit and assurance activities, track recommendations and support implementation of corrective actions.
• Provide guidance to implementing partners on budget oversight, expenditure tracking and compliance with financial policies.

Required profile

• Completed secondary education; a bachelor’s degree in Finance, Accounting or Business Administration is an asset.
• Minimum seven years of experience in finance and budget management, preferably in development or UN organisations.
• Fluency in English and Tetum; working knowledge of Portuguese is advantageous.

Required skills

• Proficiency with Microsoft Excel and Word.
• Experience using ERP systems such as Quantum, PeopleSoft, Oracle or SAP.
• Strong financial analysis and budgeting capabilities.
• Cash‑management and cash‑flow forecasting skills.
• Ability to produce clear analytical reports and maintain rigorous internal controls.
