Public Finance Management Expert (Gender-Responsive Budgeting)

About the role

NTU International seeks a Public Finance Management Expert to provide technical assistance for EU‑funded programmes in Papua New Guinea and the wider Pacific region. The role focuses on public finance reforms, budgeting, fiscal governance and the integration of gender‑responsive budgeting.

Key responsibilities

• Support the EU Delegation in programming, implementation, monitoring and evaluation of development cooperation operations.
• Deliver technical assistance on public finance management reforms, budget preparation, execution, monitoring and reporting.
• Conduct public expenditure analysis, medium‑term expenditure frameworks and programme‑based budgeting.
• Integrate gender equality considerations into public planning, budgeting and financial governance.
• Facilitate coordination and dialogue with partner‑country institutions and other stakeholders, including travel to remote areas as required.

Required profile

• University degree (preferably postgraduate) in economics, public finance, public administration, accounting, development economics, gender and development or a related field.
• Minimum six years of professional experience in public finance management, fiscal governance or public sector reform in developing countries.
• Excellent written and oral communication skills, with ability to produce high‑quality reports in culturally sensitive contexts.
• Strong knowledge of public finance management, preferably in Papua New Guinea or the Pacific region.
• Demonstrated understanding of gender‑responsive budgeting and gender mainstreaming within public finance systems.
• Ability to work independently and within multidisciplinary, multicultural teams.
• Willingness to travel internationally and locally, including to remote locations.
