Finance and Compliance Manager

About the role

ChildFund Timor Leste is seeking a qualified and reliable Finance and Compliance Manager to lead its finance function. The role is part of the senior management team and is responsible for ensuring robust financial management, compliance with statutory regulations, donor policies, and internal standards.

Key responsibilities

• Provide leadership, support and professional development for the finance team.
• Build finance team capacity and deliver training on grant financial management to partners and sub‑grantees.
• Drive strategic financial planning and develop finance policies, procedures and related trainings.
• Ensure internal controls meet organisational, statutory and donor requirements.
• Manage the country budget process and produce financial reports for senior management.
• Collaborate with program teams on grant applications, project budgets, reporting and compliance.
• Supervise daily financial tasks, payroll, partner project acquittals, month‑end accounts, statutory audits and project audits.
• Lead due diligence, capacity assessment and financial capacity building for local partners.
• Assist the Country Director with risk management and mitigation planning.

Required profile

• University degree in Accounting, Finance Management or a related field.
• Minimum 5 years of experience in accounting and financial management, including at least 3 years in a managerial position.
• Strong experience in budgeting, financial reporting and audit processes.
• Proven ability to manage staff and develop capacity of partners.
• Good understanding of donor financial requirements, grants management and policy compliance.
• In‑depth knowledge of local regulations in Timor Leste.

Required skills

• Computer literacy with experience using financial software.
