National Project Monitoring and Evaluation (M&E) Specialist

About the role

The National Project Monitoring and Evaluation (M&E) Specialist will support the Youth Employment and Entrepreneurship Skills (YEES) project in Timor‑Leste. Reporting to the Project Manager, the specialist will ensure that project activities are systematically tracked, evaluated and that results are documented to demonstrate impact for youth entrepreneurs.

Key responsibilities

• Develop and implement the M&E framework for the YEES project in line with UNDP guidelines.
• Collect, verify and analyse quantitative and qualitative data on project outputs and outcomes.
• Prepare regular monitoring reports, performance dashboards and evaluation briefs for internal and donor audiences.
• Support the Project Manager and project team in using M&E findings to improve programme implementation.
• Coordinate with the Business Development Specialist and the National Project Youth Employment Specialist to ensure data consistency and timely reporting.

• Ability to work under the supervision of the Project Manager and collaborate closely with the project team.
• Commitment to delivering high‑quality monitoring and evaluation for youth‑focused development interventions.
