Programme Specialist, Population Dynamics & Youth

About the role

UNFPA Timor-Leste is seeking a Programme Specialist to lead work on population dynamics, the demographic dividend and youth development. The role provides technical leadership, supports evidence‑based policy making and strengthens the use of demographic data for programme decisions.

Key responsibilities

• Lead UNFPA’s portfolio on population dynamics, demographic dividend and youth development.
• Plan, implement, monitor and report on related activities.
• Conduct demographic, socio‑economic and policy analyses to inform national development planning.
• Develop youth investment cases and demographic dividend analyses with government and partners.
• Produce policy briefs, analytical reports and evidence‑based recommendations.
• Support policy dialogue and technical coordination with government, UN agencies and development partners.
• Represent UNFPA in technical forums and working groups.
• Lead resource mobilisation, including donor proposals and partnership development.
• Strengthen multisectoral youth coordination and implementation of the National Action Plan for Youth.
• Support youth‑focused programmes such as comprehensive sexuality education and empowerment initiatives.
• Deliver capacity‑building and knowledge‑sharing on demography, population trends and youth data.

Required profile

• Master’s degree in Demography, Population Studies, Statistics, Economics, Development Studies or a related field.
• Minimum eight years of progressively responsible experience in population dynamics, demographic analysis, youth development or related policy work.
• Fluent English.
