International Operations & Business Development Officer

About the role

The International Operations & Business Development Officer will lead daily transportation activities in Dili while driving growth into new markets. This full‑time, on‑site position combines operational oversight with strategic partnership development for a company dedicated to safe, inclusive mobility for children, seniors and people with disabilities.

Key responsibilities

• Coordinate daily schedules, routes and driver assignments to meet safety and quality standards.
• Identify and develop new business opportunities with schools, healthcare providers and community organisations.
• Analyse operational performance, prepare reports and support budgeting, pricing and strategic planning.
• Maintain strong customer relationships, handle service inquiries and ensure clear communication with internal teams and external stakeholders.
• Support expansion into international markets and build strategic partnerships.

Required profile

• Proven experience in operations management, logistics or passenger transport, preferably in special‑needs environments.
• Strong new‑business development skills, including market research and partnership building.
• Analytical mindset with finance knowledge for budgeting and cost‑effective operations.
• Bachelor’s degree in Business, Management, Finance, Logistics or related field, or equivalent experience.
• Ability to work independently and collaboratively in a fast‑paced, on‑site environment.

Required skills

• Proficiency with standard office software (e.g., Microsoft Office).
• Experience using basic data reporting tools.
• Familiarity with transportation management systems (advantageous).
