International Consultant – Child Online Protection & VAC

About the role

UNICEF is seeking an International Consultant to provide technical assistance to government ministries and NGOs in strengthening the child protection system. The focus will be on child online protection, prevention of violence against children (VAC), and building climate‑resilient community protection mechanisms.

Key responsibilities

• Mentor and monitor the Child Protection Unit of the Ministry of Social Solidarity and Inclusion (MSSI).
• Support the Institute of Child Rights Defense (INDDICA), Ministry of Transport and Communications (MTC) and partner NGOs in implementing online safety and VAC activities.
• Facilitate workshops and training sessions across all municipalities, with intensive pilots in Baucau, Viqueque and Lautem.
• Provide technical guidance for integrating climate‑resilient approaches into child protection plans.
• Coordinate data collection, analysis and reporting to inform program adjustments.

Required profile

• Master’s degree in International Development, Sociology, Social Work, Psychology, Human Rights, Law or a related field.
• Minimum five years of professional experience in child protection, including online safety and VAC prevention.
• Proven experience working with government agencies and NGOs in a consultancy or advisory capacity.

Required skills

• Strong technical knowledge of child protection frameworks.
• Ability to design and facilitate workshops and training sessions.
• Experience with data collection, monitoring and evaluation in humanitarian contexts.
