Intellectual Property Advisor (LICA 9)

About the role

The International Trade Centre (ITC) seeks an Intellectual Property Advisor (LICA 9) to support the development and implementation of Timor‑Leste’s national intellectual property framework. This consultancy will contribute to the country’s alignment with WTO, ASEAN and EU‑P EPA standards, fostering innovation and trade.

Key responsibilities

• Assist in drafting and revising national industrial property legislation and regulations.
• Provide technical guidance on compliance with the TRIPS Agreement and ASEAN IP initiatives.
• Support capacity‑building workshops for government officials, private sector and civil society.
• Coordinate with ITC, EU donors and local ministries to ensure coherent policy implementation.
• Monitor progress and prepare reports on IP ecosystem development.

Required profile

• Advanced degree in law, economics or a related field with a focus on intellectual property.
• Proven experience advising governments or international organisations on IP policy.
• Familiarity with WTO, ASEAN and EU‑P EPA trade agreements.
• Strong analytical and report‑writing skills.

Required skills

• Knowledge of the TRIPS Agreement and regional IP frameworks.
• Experience in legislative drafting and policy analysis.
• Ability to conduct stakeholder consultations and training sessions.
