Instrumentation and Control Engineer

About the role

SMEC is seeking an experienced Instrumentation and Control Engineer to support water infrastructure projects in Timor‑Leste. The role involves reviewing pump operations, design documents, and overseeing the installation and testing of mechanical and electrical equipment.

Key responsibilities

• Review current pump operations, DED documents and design modifications for mechanical, electrical, and SCADA systems.
• Ensure proper installation of mechanical & electrical equipment and supervise testing activities.
• Guide local consultants on correct installation, testing, and monitoring procedures.
• Prepare functional descriptions for new water system components and document O&M data.
• Propose minimum stock levels for spare parts to support preventive maintenance and emergencies.
• Conduct training and mentoring for local personnel on operation, recording, and performance monitoring.

Required profile

• Master’s degree in Electrical or Mechanical Engineering.
• Minimum 13 years of professional experience in electro‑mechanical, instrumentation, control and SCADA design and supervision.
• Proven experience with testing, optimization, monitoring, O&M and inventory management of mechanical & electrical equipment.
• At least five similar urban water assignments and six years of experience in the Asia‑Pacific region.
• Experience in Timor‑Leste or knowledge of its administrative systems is an advantage.
