Head of Office – UN Women, Timor-Leste

About the role

The Head of Office for UN Women in Timor‑Leste leads the country portfolio, positioning UN Women as the principal driver of gender equality and women’s empowerment in Dili and across the nation. Reporting to the Regional Director and matrix‑reporting to the Resident Coordinator, the role translates strategic plans into concrete programmes and results.

Key responsibilities

• Lead strategic programme development, assess national trends and identify opportunities to advance UN Women’s mandate.
• Oversee appraisal, approval and implementation of country programmes in line with corporate guidelines.
• Develop annual work plans, set objectives, performance indicators and ensure results‑based delivery.
• Manage the country budget, prepare and submit financial plans, and monitor expenditures.
• Build and maintain effective partnerships with government, UN agencies, civil society, bilateral and non‑traditional donors.
• Ensure regular monitoring, evaluation and timely interventions to achieve programme outcomes.

Required profile

• Extensive experience in gender equality, women’s empowerment and development programming.
• Proven leadership in managing multi‑stakeholder partnerships and large‑scale budgets.
• Strong understanding of UN system processes, gender mainstreaming and results‑based management.
• Excellent communication, negotiation and advocacy skills.
