Finance, Administration & Logistics Officer – Oecusse Area Program

About the role

World Vision Timor-Leste is hiring a local, fixed-term Finance, Administration and Logistics Officer for its Oecusse Area Program. The role covers cash advance monitoring, procurement and budget checks, office and asset management, and acts as focal point for logistics, security and office maintenance. Applications are open to local applicants only, with a closing date of 27 October 2026.

Key responsibilities

• Cash advances: update and reconcile them in Provision and GEMS-Concur, verify settlement requests, submit supporting documents to the National Office before the monthly closing (by the 10th of each month) and follow up on outstanding advances.
• Budget and procurement: review purchase requisitions and orders daily, check alignment with approved budgets and funding, and coordinate with budget holders and the procurement officer.
• Logistics: act as central receiver for goods, arrange warehousing and transport, coordinate vehicles, identify suppliers, advise on logistic tools and provide monthly fuel reports.
• Security: act as security focal point in coordination with the security coordinator.
• Office and assets: manage administrative systems, office support services, buildings, utilities, storeroom and supplies, and ensure fixed assets are tracked and secured.
• Staff supervision: build a committed team, give strategic direction, run the performance development system and assist in humanitarian emergency disaster management.
• Other: spiritual nurture activities, driving a vehicle to pick up materials when the regular driver is away, and other related duties.

Required profile

• Prior working experience in a related capacity with an accounting background.
• College-level training in finance and accounting; at least high school level with an accounting background.
• Good written and oral English.
• Preferred: knowledge of Sun System accounting software and Vision software.
