Community Development Officer – Transformational Development

About the role

World Vision is seeking a Community Development Officer to promote understanding of Transformational Development in Baucau, Timor‑Leste. The role works directly with community stakeholders, especially vulnerable children, to ensure programmes are inclusive, responsive and culturally appropriate.

Key responsibilities

• Promote community understanding of World Vision’s Transformational Development approach.
• Facilitate stakeholder understanding using locally appropriate language.
• Respond to inquiries and concerns with respect for existing community perceptions.
• Build trusting relationships by treating individuals with respect, patience, fairness and dignity.
• Participate in local events to learn about the community and protect World Vision’s reputation.
• Listen carefully to community stakeholders to identify needs, priorities, root causes and risk factors.
• Solicit feedback and complaints and take appropriate action.
• Facilitate inclusive community review and planning meetings.
• Conduct community assessments to identify WASH and DRR needs following the Critical Path.
• Prioritise participation of the most vulnerable groups in programme design.
• Empower local people with knowledge, skills and confidence.
• Promote empowerment of women, girls, people with disabilities and other minorities.
• Connect with local stakeholders to achieve shared goals and seek equitable partnerships.
• Assess and strengthen partner organisational capacity.
• When appropriate, use advocacy to challenge systems that cause poverty and vulnerability.
