Deputy Country Representative, Timor-Leste

About the role

The Asia Foundation is seeking an experienced Deputy Country Representative to support the Country Representative in leading its Dili office. This senior position blends strategic program oversight with operational management, ensuring high‑quality delivery of development initiatives across Timor‑Leste.

Key responsibilities

• Contribute to office‑wide strategic planning, aligning programs and operations with TAF’s objectives and fiduciary responsibilities.
• Identify and implement approaches that increase synergies and efficiencies between programs and operational functions.
• Develop, monitor, and track the office’s operational budget in collaboration with finance teams.
• Oversee the operations team to ensure compliance with grant and contract requirements, financial policies, personnel management, safeguarding, health and safety, and risk mitigation.
• Engage with headquarters and other country offices to share and adopt best practices.
• Provide thought leadership on emerging programmatic areas and offer technical guidance to ensure long‑term outcomes.
• Maintain strong relationships with government, civil society, private sector, and community partners.

Required profile

• Proven senior‑level experience in managing both programmatic and operational functions within an international nonprofit or development organization.
• Strong strategic thinking and ability to translate vision into actionable plans.
• Demonstrated capacity to lead diverse teams and foster collaboration across functions.
• Excellent stakeholder engagement skills, with experience working with government, NGOs, and private sector partners.
