Adolescent and Youth Consultant (12‑month contract)

About the role

UNICEF Timor‑Leste is seeking an experienced Adolescent and Youth Consultant to support its ADAP and youth programmes for a 12‑month fixed‑term assignment. The role is office‑based in Dili with occasional travel to project sites and partner meetings.

Key responsibilities

• Provide strategic leadership for ADAP and youth programming, coordinating across UNICEF sections.
• Support mental‑health awareness initiatives, referral systems in schools and Youth Centres.
• Develop and implement a Climate Change Adaptation Module for youth and integrate it into the Youth Parliament Programme.
• Facilitate hackathons for social‑impact innovation and the UPSHIFT initiative on green skills and livelihoods.
• Deliver training on the rights of persons with disabilities in partnership with ADTL.
• Strengthen institutional capacity and leadership of 13 youth associations in selected municipalities.
• Coordinate capacity‑building activities for Youth Centres and the Youth Parliament Programme.

Required profile

• Master’s degree in Community Development, Rural Development, Youth Development or a related field.
• 5–7 years of professional experience in adolescent and youth development, programme coordination or similar areas.
• Proven experience designing and implementing youth‑focused programmes, capacity‑building, and social‑innovation initiatives.
• Demonstrated experience working with UN agencies, government bodies, NGOs and youth‑led organisations, preferably in Timor‑Leste or comparable contexts.
