Senior Non-Key Expert – VAT Integrated Tax System (ITAS) Operational Review

About the role

The Senior Non-Key Expert will support the EU‑funded Strengthening Public Finance Management project in Timor‑Leste by conducting an operational readiness review of the upcoming VAT Integrated Tax Administration System (ITAS). Reporting to the Key Expert on Tax Administration, the consultant will assess whether the Tax Authority’s technical and institutional environment can sustain the new system.

Key responsibilities

• Review and validate the technical and institutional assumptions underlying ITAS deployment.
• Stress‑test the existing IT infrastructure, including internet connectivity, bank interfaces, and taxpayer portals.
• Identify gaps and provide actionable recommendations to ensure operational readiness.
• Prepare diagnostic reports and present findings to the project team.
• Support the Key Expert in coordinating with the Tax Authority and other stakeholders.

Required profile

• Senior‑level professional with extensive experience in tax administration systems, preferably VAT.
• Proven background in public finance management reforms and IT system implementation.
• Strong analytical skills and ability to work in a multi‑stakeholder environment.
• Fluency in English; knowledge of the Timor‑Leste context is a plus.
