Public Finance Management Expert – Timor Leste

About the role

The United Nations Office for Disaster Risk Reduction (UNDRR) is seeking a Public Finance Management Expert to provide technical support for strengthening public financial management systems in Timor Leste. The consultancy will contribute to the implementation of the recovery component of the UNDRR‑led project, helping governments assess, strengthen and institutionalise their readiness for resilient recovery.

Key responsibilities

• Provide technical assistance to Timor Leste authorities on public finance management for disaster recovery.
• Support the design and implementation of financial mechanisms that enable “Build Back Better” outcomes.
• Collaborate with UNDRR, the International Recovery Platform and other partners to align financial practices with the Sendai Framework priorities.
• Contribute to the preparation of deliverables for UNDRR Work Programme 2026‑2027 (Deliverable 4.2.1).

Required profile

• Demonstrated expertise in public finance management.
• Experience working on disaster risk reduction, recovery, rehabilitation or reconstruction initiatives.
• Ability to work remotely from Dili, Timor Leste, for the period 1 July – 31 Dec 2026.
