Monitoring, Evaluation & Communication Officer – PALM Project

About the role

The Monitoring, Evaluation and Communication Officer will support the PALM Project in Timor-Leste by coordinating M&E activities, building capacity among partners, and producing communication materials that showcase project impact.

Key responsibilities

• Coordinate baseline, midline, and endline assessments, evaluations, and research for World Vision Timor-Leste projects.
• Develop and implement M&E plans, monitoring tools, and data collection processes for both World Vision and local partners.
• Provide training, coaching, and mentorship on M&E tools to field staff, partners, and enumerators.
• Maintain project databases, ensure data quality, and generate regular M&E reports and indicator tracking updates.
• Compile and analyse data to produce evidence‑based recommendations for project improvement.
• Document success stories, case studies, and human‑interest pieces; support photo and video capture for reporting and visibility.
• Prepare newsletters, briefs, fact sheets, presentations, and social‑media content while ensuring donor branding requirements are met.
• Collaborate with program teams to gather communication content and maintain organized archives of media assets.

Required profile

• Experience in monitoring, evaluation, and data management within development or humanitarian projects.
• Proven ability to train and mentor staff and partners on M&E tools and processes.
• Strong writing and storytelling skills for creating impact‑focused communication materials.
• Attention to detail and commitment to data quality and donor visibility standards.
