Inclusion & Safeguarding Adviser

About the role

The Inclusion & Safeguarding Adviser will be based in Dili and work under the Country Director, the Inclusion Lead and the Regional Safeguards Manager. The role focuses on embedding inclusion and safeguarding systems within the Pacific Australia Skills programme in Timor‑Leste.

Key responsibilities

• Lead and coordinate the implementation of the Pacific Australia Skills Inclusion Strategy and Action Plan across Timor‑Leste.
• Ensure inclusion activities stay on schedule and provide strategic guidance to staff and partners to integrate gender equality, disability and social inclusion (GEDSI) principles into programme design, implementation, monitoring and evaluation.
• Advise partner organisations on removing barriers for women, people with disabilities, youth and other under‑represented groups.
• Support the operationalisation of the Pacific Australia Skills safeguarding strategy in line with DFAT Child Protection and PSEAH policies, DT Global safeguarding frameworks and relevant national and international standards.
• Facilitate professional development on safeguarding and inclusive approaches for staff, partners and stakeholders.
• Work with the Monitoring, Evaluation and Learning (MEL) and communications teams to embed inclusion and safeguarding into MEL systems, communication products and activity plans.

Required profile

• Proven experience in inclusion, gender equality, disability or social inclusion within international development or humanitarian contexts.
• Demonstrated knowledge of safeguarding policies, especially DFAT Child Protection and PSEAH guidelines.
• Ability to work collaboratively with government, NGOs and community partners.
• Strong analytical and reporting skills to integrate inclusion and safeguarding into MEL frameworks.

Required skills

• Knowledge of DFAT safeguarding policies and international safeguarding standards.
• Understanding of GEDSI concepts and practical application in programme settings.
• Experience designing and delivering training on inclusion and safeguarding.
• Ability to develop guidance documents, action plans and monitoring tools.
