Health Financing and Public Financial Management Advisor

About the role

The Health Financing and Public Financial Management Advisor will support the Public Financial Management Specialist in a short‑term activity funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). The role focuses on diagnosing bottlenecks in outbreak‑related financing, designing practical reforms, and strengthening the responsiveness of public financial management systems for health security in Timor Leste.

Key responsibilities

• Establish and manage a technical working group of government leaders and partners to guide the activity.
• Conduct rapid diagnostic analysis of outbreak‑related financing flows, including key informant interviews and literature review.
• Support data analysis to identify and categorize financing bottlenecks.
• Develop reform options and contribute to stakeholder consultation products.
• Facilitate technical discussions with government counterparts to prioritize bottlenecks and propose feasible solutions.

Required profile

• National applicant with strong knowledge of public financial management and health financing.
• Experience in diagnostic analysis, stakeholder engagement, and designing policy reforms.
• Ability to work collaboratively with government officials and international partners.
