Skills Adviser – Building, Construction & Workforce Development

About the role

The Skills Adviser – Building Construction will provide technical advice and capacity‑development support to strengthen building construction training across Timor‑Leste. Working with government agencies, training providers and industry, the adviser will help align qualifications and learning resources with labour‑market needs.

Key responsibilities

• Facilitate review and improvement of competency‑based building construction training programmes, course materials and learning resources.
• Conduct gap analyses and ensure alignment of national qualifications with the ASEAN Qualifications Reference Framework.
• Lead teaching and learning across classroom, workplace, simulated and online environments, promoting safe and climate‑resilient construction practices.
• Coach and mentor TVET trainers and assessors, delivering technical workshops and supporting continuous professional development.
• Establish and maintain industry partnerships, facilitating advisory processes and workplace‑based learning opportunities.

Required profile

• Relevant qualification as a trainer in building trades, construction management or related field (TVET Training Diploma, Certificate IV or equivalent).
• Minimum seven years’ experience in the building and construction sector, including competency‑based training and assessment.
• Proven experience implementing workplace‑based learning, on‑the‑job training and competency assessment.
• Ability to travel throughout Timor‑Leste and stay overnight in municipal locations.
• Commitment to gender equality, disability inclusion, child protection and DFAT safeguarding policies.
