Senior Structural Engineer

About the role

SMEC is seeking a Senior Structural Engineer for a long‑term assignment to support the Team Leader in administering and supervising civil works contracts for major water infrastructure projects in Timor‑Leste.

Key responsibilities

• Guide contractors and local supervisors to ensure compliance with contract documents.
• Prepare and coach staff on the construction supervision manual.
• Approve construction methods, oversee inspections, enforce safety measures and issue instructions.
• Attend essential testing, verify as‑built drawings and contractual variations.
• Report and monitor physical progress, update budgets and work plans.
• Review and validate design modifications not fully addressed in the DED.
• Provide training for periodic inspections during the Defects Liability Period and coordinate performance certification.

Required profile

• Master’s degree in civil or structural engineering.
• Minimum 13 years of professional experience in design and construction of water‑system components (intake, pumping stations, concrete reservoirs, underground pipe networks, pipe testing, asphalt reinstatement).
• Extensive construction‑supervision experience on projects of similar size and nature.
• At least five completed urban water assignments in a comparable role.
• Six years of experience working in the Asia‑Pacific region; Timor‑Leste experience and Tetum fluency are advantageous.
