Quality Engineer – Water & Infrastructure Projects

About the role

SMEC is seeking an experienced Quality Engineer to lead the establishment and management of the Quality Assurance and Quality Control System (QA/QCS) for major water infrastructure projects. You will work closely with structural engineers, contractors, and national consultants to ensure all materials and construction activities meet rigorous standards.

Key responsibilities

• Develop, implement and maintain the QA/QCS framework for water intake, pumping stations, concrete reservoirs, underground pipelines and asphalt reinstatement.
• Standardise compliance with sampling and testing procedures and verify the authenticity of test results.
• Ensure contractor field laboratory equipment is correctly installed, calibrated and operational.
• Conduct routine and random quality assurance testing of materials and construction works.
• Guide national consultants in performing their quality‑related duties.
• Arrange independent testing facilities and manage feedback loops with contractors.

Required profile

• Master’s degree in civil or water engineering.
• Minimum 13 years of professional experience in design, construction and testing of water system components.
• At least five similar urban water/road project assignments.
• Six years of experience working in the Asia‑Pacific region, preferably with exposure to Timor‑Leste.

• Knowledge of field laboratory equipment set‑up and calibration.
