National Consultant for Gender, Climate Risk and Early Warning Capacity Building

About the role

The United Nations Environment Programme (UNEP) seeks a National Consultant to strengthen gender‑responsive climate risk awareness and early warning capacity among fisher communities in Timor‑Leste. The consultant will design and implement targeted education campaigns, adapt communication materials for women in coastal and rural areas, and support community‑level networks.

Key responsibilities

• Conduct a desk review and develop a detailed work plan.
• Prepare a concept note for the awareness and education campaign.
• Review and update gender‑responsive IEC materials (posters, banners, pamphlets, etc.).
• Lead awareness campaigns in Dili and multiple municipalities (Manatuto, Baucau, Lautem, Viqueque), focusing on fisher communities and women.
• Facilitate community‑level network strengthening for disaster risk management (DRM) collaboration.
• Produce pre‑test and post‑test evaluations, campaign reports, and lessons‑learned documentation.

Required profile

• Proven experience in gender‑focused climate risk communication and capacity building.
• Familiarity with early warning systems and disaster risk management in coastal or fishing contexts.
• Ability to work closely with UNEP, gender experts, and local project teams.
• Strong analytical and reporting skills.
