About the role
The United Nations Environment Programme is seeking a National Consultant to strengthen the capacity of women and fishing‑dependent communities in Timor‑Leste to understand and use early warning systems and manage climate‑related disaster risks. The consultant will design and lead an awareness and education campaign, facilitate training sessions, and adapt communication materials to the specific needs of rural and coastal women.
Key responsibilities
- Conduct a desk review and develop a detailed work plan for the gender‑focused climate risk programme.
- Prepare a concept note outlining the awareness and education campaign, including gender‑responsive messaging.
- Review and update existing IEC materials (posters, banners, pamphlets, stickers) to reflect the realities of women in vulnerable fishing communities.
- Implement the awareness campaign in Dili and in multiple locations across the municipalities of Manatuto, Baucau, Lautem and Viqueque, targeting both men and women fishers.
- Strengthen community‑level networks that bring together women, fishers and other stakeholders to enhance collaboration on disaster risk management.
- Produce pre‑test and post‑test evaluations, comprehensive campaign reports and a lessons‑learned document for each phase of the activity.
