Monitoring and Evaluation Specialist

About the role

The Monitoring and Evaluation Specialist will guide the overall M&E strategy and implementation of project activities and contracts, delivering timely and relevant information to project stakeholders. This senior position is based within SMEC, a global engineering consultancy, and focuses on urban water projects across the Asia‑Pacific region, with particular emphasis on Timor‑Leste.

Key responsibilities

• Develop, implement and oversee a comprehensive M&E framework for IFI‑funded water projects.
• Design performance indicators, collect and analyse data, and produce regular monitoring reports.
• Draft and maintain M&E manuals and tools, ensuring alignment with World Bank and ADB requirements.
• Provide capacity‑building support to project teams and local partners.
• Liaise with government agencies, contractors, and donors to ensure compliance and effective communication.
• Support policy, planning and evaluation activities for international development projects.

Required profile

• Master’s degree in engineering, social science, environmental engineering or a related field.
• At least ten years of professional experience in monitoring and evaluation for international development, preferably on World Bank or ADB funded projects.
• Minimum five completed urban water assignments in a similar senior role.
• Six or more years of experience working in the Asia‑Pacific region; experience in Timor‑Leste is an advantage.
• Demonstrated senior‑level expertise in policy, planning and M&E for development projects.
• Strong project management and stakeholder liaison abilities.

Required skills

• Computer literacy and proficiency in drafting or using M&E manuals.
• Familiarity with IFI reporting standards (World Bank, ADB).
• Knowledge of administrative systems and government organisation in Timor‑Leste.
