Finance and Operations Manager (Timor Leste)

About the role

The Finance and Operations Manager will lead all financial and administrative functions for the ACHIEVE Timor Leste project, supporting the delivery of lifesaving primary health care services. Based in Dili, the role reports to the Team Lead and works closely with Palladium’s Finance and Compliance Director at headquarters.

Key responsibilities

• Ensure all financial activities comply with Timor‑Leste government regulations, client policies, and internal procedures.
• Prepare, review, and revise project budgets, expenditure forecasts, and financial reports in coordination with field and HQ teams.
• Assist with end‑of‑year audit processes and maintain accurate financial records.
• Manage and update project financial tools and SharePoint filing systems.
• Assemble payment packages with complete procurement documentation and obtain required approvals.
• Monitor monthly expenses and alert the sister project when expenditures exceed USD 20,000.
• Supervise at least one operations staff member and oversee day‑to‑day administrative tasks.

Required profile

• Local candidate with proven experience in finance and operations management.
• Strong knowledge of Timor‑Leste financial regulations and public‑sector accounting practices.
• Ability to work under matrix management, reporting to both local and HQ leadership.
• Excellent organizational skills and attention to detail.

What we offer

• Fixed‑term contract from 1 June to 30 September 2026, with possible extension.
