Environment, Health and Safety Manager

About the role

SMEC is seeking an experienced Environment, Health and Safety (EHS) Manager to lead the update and implementation of environmental and social safeguards for water and sanitation projects in Timor Leste. The role will ensure compliance with World Bank ESFP requirements, oversee mitigation measures, and provide training to local staff and contractors.

Key responsibilities

• Update the SEIS and EMP to meet ESFP World Bank standards.
• Ensure all mitigation measures in safeguard documents are applied, monitored regularly, and reported timely.
• Prepare HSE manuals, forms, and socialisation materials for contractors, PSC, and BTL E.P. staff.
• Train and guide the local Environmental Management consultant and Health & Safety Coordinator on daily HSE supervision.
• Monitor contractor compliance with safety best practices and environmental safeguard mitigation measures.

Required profile

• Master’s degree in Environmental or a related field.
• Minimum 13 years of professional experience in water and sanitation supervision or related infrastructure projects, including planning, implementation, and monitoring of HSE management and CEMP reporting.
• Proven experience delivering HSE training.
• At least five similar urban water assignments in a comparable role.
• Six years of experience working in the Asia‑Pacific region; experience in Timor Leste is an advantage.
