Senior Structural Engineer

About the role

SMEC is seeking a Senior Structural Engineer to join its long‑term water infrastructure projects. The role supports the Team Leader in supervising civil works contracts, guiding contractors and local supervisors, and ensuring compliance with contract documents throughout construction.

Key responsibilities

• Assist the Team Leader in administering and supervising civil works contracts for water intake, pumping stations, concrete reservoirs and underground pipe networks.
• Guide contractors and local supervisors on construction methods, safety measures and inspection procedures.
• Prepare and coach on the construction supervision manual.
• Approve contractor‑proposed methods, conduct essential testing, verify as‑built drawings and manage contractual variations.
• Update budget and work plan, monitor physical progress and report findings.
• Review, recommend and validate DED modifications not fully addressed.
• Provide training for periodic inspections during the Defects Liability Period and issue performance certificates.

Required profile

• Master’s degree in civil or structural engineering.
• Minimum 13 years of professional experience in design and construction of water system components.
• At least five similar urban water assignments in a senior role.
• Six years of experience working in the Asia‑Pacific region; experience in Timor Leste and fluency in Tetum are advantageous.

Required skills

• Design and construction of water intake structures, pumping stations, large concrete reservoirs and underground pipe networks.
• Construction supervision and contract administration.
• Preparation of construction supervision manuals and training of local supervisors.
• Inspection, testing, safety compliance and as‑built drawing verification.
