Quality Engineer – Water Infrastructure Projects

About the role

SMEC is seeking an experienced Quality Engineer to lead the development and implementation of a robust Quality Assurance and Quality Control System (QA/QC) for major water infrastructure projects. You will work closely with structural engineers and national consultants to ensure that all materials and construction activities meet the highest standards.

Key responsibilities

• Establish and maintain the QA/QC system for water intake, pumping stations, reservoirs, pipe networks and related works.
• Standardise compliance with sampling and testing procedures and verify the authenticity of test results.
• Ensure contractor field‑laboratory equipment is correctly installed, calibrated and operational.
• Control material quality, analyse laboratory results and provide feedback to contractors.
• Arrange independent testing facilities and conduct routine and random quality inspections.
• Guide national consultants in performing their QA/QC duties.

Required profile

• Master’s degree in civil or water engineering.
• Minimum 13 years of professional experience in design, construction and testing of water system components.
• Proven track record on at least five urban water/road projects in a similar role.
• At least six years of experience working in the Asia‑Pacific region; experience in Timor Leste is an advantage.
