National Consultant – Climate Services Financing Framework & Business Model

About the role

The United Nations Environment Programme (UNEP) is seeking a National Consultant to support the development of a Climate Services Financing Framework and Business Model in Timor‑Leste. Working under the Chief Technical Advisor and in close collaboration with the International Consultant, the role will contribute to the $21.7 million project aimed at strengthening early‑warning systems and climate information services.

Key responsibilities

• Identify, collect, review and summarise relevant documentation for the inception report.
• Organise and document stakeholder consultations to explore sectoral opportunities for climate services.
• Co‑facilitate an in‑country workshop on the draft financing framework and business model.
• Support the final review and validation of the financing framework by the Ministry of Transport and Communications and other stakeholders.
• Provide inputs to the overall project implementation and capacity‑building activities.

Required profile

• University degree in environmental economics, climate finance, public policy or a related field.
• Proven experience in climate services, financing frameworks or related consultancy work.
• Familiarity with UN procurement and reporting procedures.
• Strong analytical and stakeholder‑engagement skills.
• Ability to work on a part‑time basis for nine months in Dili.
