Programme Analyst – Gender

About the role

The Programme Analyst, Gender will be based in the UNFPA Timor-Leste Country Office in Dili. Reporting to the International Programme Coordinator, the incumbent will support UNFPA’s work on gender equality and gender‑based violence (GBV) to accelerate progress towards the ICPD Programme of Action and the 2030 Sustainable Development Agenda.

Key responsibilities

• Analyse policy and programme trends related to gender equality and GBV in Timor‑Leste.
• Provide technical inputs and gender‑transformative approaches to national and sub‑national programmes.
• Support the implementation and monitoring of the National Action Plan against GBV (2022‑2032) across development and humanitarian contexts.
• Engage government ministries, development partners, civil society organisations and UN agencies to advance UNFPA’s gender mandate.
• Manage UNFPA‑supported interventions that strengthen national capacity to address discriminatory gender and social norms.

Required profile

• National of Timor‑Leste.
• Relevant academic background in gender studies, social sciences, public policy or a related field.
• Experience in gender analysis, GBV programming, or similar development work.
• Demonstrated ability to work collaboratively with government, NGOs and UN partners.
• Strong analytical, communication and coordination skills.
