International Immunization Consultant – 6‑Month Office Role in Dili

About the role

UNICEF is seeking an International Immunization Consultant to support Timor‑Leste’s Ministry of Health in aligning GAVI 6.0 funding with the National Immunization Strategy 2026‑2030. The six‑month, office‑based assignment will focus on financial analysis, gap identification, and technical assistance for a consolidated cash‑grant proposal.

Key responsibilities

• Review GAVI 6.0 guidelines, the NIS 2026‑2030, and EVM assessment recommendations for alignment with national priorities.
• Coordinate with the Immunization Department and the Director General of Partnership to clarify the Ministry’s 2026‑2030 immunization budget.
• Analyze critical funding gaps and develop recommendations to leverage existing resources.
• Review TCA and Health System Strengthening (HSS) investments since January 2026 to identify unfunded activities.
• Provide technical support for drafting a comprehensive GAVI 6.0 consolidated cash‑grant proposal.

Required profile

• Relevant experience in immunization programs, health financing, or vaccine‑related grants.
• Demonstrated ability to work closely with government ministries and international partners.
• Strong analytical skills for financial gap analysis and resource mobilization.

Required skills

• Knowledge of GAVI funding mechanisms and guidelines.
• Familiarity with national immunization strategies and EVM assessments.
• Experience in preparing grant proposals and financial documentation.
