Financial Specialist

About the role

The Financial Specialist will support the project finance team in Timor‑Leste, ensuring compliance with World Bank and Government of Timor‑Leste regulations. Reporting to the Team Leader, the role focuses on establishing robust financial management systems, preparing accurate reports, and building capacity within the national Project Management Unit.

Key responsibilities

• Develop and implement the project Financial Management System (FMS) and accounting procedures in line with World Bank and local regulations.
• Manage fund disbursements, accounting, reporting, and financial planning, ensuring all records are auditable.
• Prepare quarterly Interim Financial Reports and other required financial and M&E reports for the Government of Timor‑Leste and the World Bank.
• Coordinate with contractors to harmonise accounting reports and support external auditors.
• Conduct capacity‑building sessions for the national PMU Financial Specialist and Project Accountants.
• Assist the PMU in producing auditable financial statements and preparing for external audits.

Required profile

• Experience in project finance, preferably on World Bank‑funded infrastructure projects.
• Strong knowledge of government financial regulations and international donor requirements.
• Proven ability to work collaboratively with multi‑disciplinary teams and external auditors.
• Excellent analytical and reporting skills with attention to detail.
