Deputy Country Representative, Timor-Leste

About the role

The Asia Foundation is seeking an experienced Deputy Country Representative to support the Country Representative in leading its Dili office. This senior position blends strategic oversight of programs with operational management, ensuring high‑quality delivery and organizational growth.

Key responsibilities

• Contribute to office‑wide strategic planning, aligning programs and operations with TAF’s objectives and fiduciary responsibilities.
• Develop and monitor operational budgets, oversee finance, grant compliance, and risk management.
• Lead the operations team, ensuring adherence to donor, TAF, and national regulations.
• Provide technical guidance and thought leadership for emerging programmatic areas.
• Engage proactively with government, civil society, private sector and other stakeholders to identify trends and partnership opportunities.
• Coordinate with TAF headquarters and other country offices to adopt best practices.

Required profile

• Significant experience in senior management within international development or nonprofit settings.
• Proven ability to manage complex budgets and compliance frameworks.
• Strong stakeholder engagement skills across government, NGOs and the private sector.
• Demonstrated leadership in building high‑performing teams and fostering a collaborative culture.
