Contract Specialist – Major Road Projects

About the role

The Contract Specialist will support the delivery of a major road and highway infrastructure project in Timor‑Leste, handling all aspects of contract administration, procurement support, claims management and compliance monitoring.

Key responsibilities

• Administer and manage contracts throughout the project lifecycle.
• Provide procurement support and oversee the preparation and processing of purchase orders.
• Manage claims, variations and dispute resolution in line with contractual terms.
• Monitor compliance with contractual obligations and ensure timely fulfillment.
• Oversee execution of the Design‑Build‑Finance (DBF) contract.
• Coordinate with clients, contractors and subcontractors to ensure alignment with design intent.
• Prepare regular contract performance reports.

Required profile

• Bachelor’s degree (post‑graduate qualification in contract management preferred).
• Minimum 15 years experience in project/contract management of large road construction projects.
• Experience on at least two highway projects with a construction cost of USD 200 million or more.
• International experience of at least two years in developing countries.
• Fluent written and spoken English.
• Demonstrated ability to prepare and manage infrastructure contracts.
• Experience with DBF contract models.
