About the role
World Vision is seeking a Community Development Officer (Level 4) to promote understanding of its Transformational Development approach in Timor‑Leste. The officer will work directly with community stakeholders, ensuring that vulnerable groups are heard and that programmes are inclusive and culturally appropriate.
Key responsibilities
- Promote community understanding of World Vision’s Transformational Development work.
- Facilitate stakeholder understanding using locally appropriate language.
- Respond to inquiries and concerns with respect for existing community perceptions.
- Build trusting relationships with community members through respect, patience, fairness and cultural sensitivity.
- Participate in local events to learn about community dynamics and protect World Vision’s reputation.
- Apply Transformational Development principles in daily activities.
- Listen to vulnerable children and other stakeholders to identify priorities, root causes and risk factors.
- Solicit feedback and complaints, taking appropriate action.
- Facilitate inclusive community review and planning meetings.
- Conduct community assessments to identify WASH and DRR needs and design appropriate programmes.
- Prioritise participation of the most vulnerable groups in project design and implementation.
- Empower local people with knowledge, skills and confidence to address challenges.
- Promote empowerment of women, girls, persons with disabilities and other minorities.
- Connect with local stakeholders to achieve shared goals and build equitable partnerships.
- Assess and strengthen partner organisational capacity.
- Use advocacy and social accountability where context permits to challenge systems that cause poverty and vulnerability.
Required profile
- Excellent communication skills and ability to use the local language appropriately.
- Respect for cultural diversity and ability to work sensitively within different community contexts.
- Patience, fairness and a strong commitment to inclusive, participatory approaches.
- Ability to build trustful relationships with a wide range of stakeholders.
- Analytical mindset to identify root causes and risk factors.
- Commitment to the values and mission of World Vision.
