Community Development Officer (Level 3)

About the role

World Vision is seeking a Community Development Officer (Level 3) to join its team in Timor‑Leste. The role focuses on promoting understanding of World Vision’s Transformational Development approach, engaging with community stakeholders and ensuring the voices of vulnerable children and groups are heard.

Key responsibilities

• Promote community understanding of World Vision’s Transformational Development and facilitate stakeholder engagement using appropriate local language.
• Respond to inquiries and concerns respectfully, building trusting relationships with community members.
• Participate in local events and activities to learn about community dynamics and protect World Vision’s reputation.
• Listen to and document the priorities, needs and vulnerabilities of community stakeholders, especially vulnerable children.
• Solicit feedback and complaints, taking appropriate action and ensuring inclusive community review and planning meetings.
• Conduct community assessments to identify WASH and disaster‑risk‑reduction (DRR) needs and support program design, implementation and adaptation.
• Prioritise participation of the most vulnerable groups, empower local people and promote the inclusion of women, girls, persons with disabilities and other minorities.
• Build partnerships with local stakeholders, assess partner capacity and, where appropriate, use advocacy to address systemic poverty and vulnerability.

Required profile

• Demonstrated respect, patience, fairness and dignity in interactions with diverse community members.
• Ability to communicate effectively in the local language and to work sensitively with vulnerable children.
• Commitment to inclusive, culturally‑sensitive practices and to the principles of Transformational Development.
